Intuit Will Spend Millions To Buy A Small Business A Super Bowl Ad ...

Companies?spent up to $4 million?in 2013 for a 30-second Super Bowl ad. Although the game provides the most visible ad space in the world ? 108.4 million people tune in?for?the commercial breaks ? purchasing a spot is a very strategic move.

Intuit, a company that provides tax preparation software and services to small businesses,?is spending millions on its very first Super Bowl ad for the 2014 game. The twist is, the half-minute spot is for a one of its customers.?

"We wanted to do a series of firsts," CEO Brad Smith told Business Insider. "It's the first time a company will buy a customer an ad, and it's the first time a small business will be showcased among all those big national brands."

As part of the?Intuit Small Business Big Game?competition, small businesses have until September 22 to write a 600-word explanation of why they deserve the spot. The public will vote for the top 20 and then Intuit's 8,000 employees will narrow it down to the top four. The winner will be announced December 1 and then start shooting with ad agency RPA, which made the "Ferris Bueller's Day Off" reprise for Honda in 2012.

"The companies will range from mowing lawns and cleaning houses to technology companies," Smith said. "At the end of the day, the thing that sells best is authenticity."

Smith says that although the most visible prize in the competition is the ad, Intuit is providing $25 million in total value. There are many perks involved in signing up for the competition (like Google Adwords discounts), and the final four will get free business consultations and advice from business experts, including entrepreneur and "Apprentice" winner Bill Rancic.

Since the campaign focuses on small businesses, Intuit won't only be using social media usual suspects Twitter and Facebook to promote the campaign. It will also use LinkedIn to spread the word.

"We've done a couple programs with LinkedIn before," Smith said. Hired Smart, for example, helps small businesses make good decisions when hiring their first employees.

Even though Intuit's name will only appear at the end of the ad, the endeavor will certainly raise the company's public profile.

Valeant to cut jobs, move Bausch and Lomb HQ

NEW YORK: Valeant said Monday that it will eliminate as much as 15 per cent of its workforce and move Bausch & Lomb's headquarters to New Jersey as part of its $8.7 billion acquisition of the company.

In a letter to its own and Bausch & Lomb workers, Valeant said that after the deal closes, it will eliminate between 10 per cent and 15 per cent of positions companywide. That works out to between 1,850 and 2,775 people and is expected to include both Valeant and Bausch & Lomb workers.

The Canadian drugmaker said it will remain based in Quebec, but it will move Bausch & Lomb's Rochester, New York, headquarters to New Jersey. The US company's three businesses will be combined into one unit.

Valeant announced plans in May to by Bausch & Lomb, one of the world's best-known makers of contact lenses, marking a massive expansion of its own smaller ophthalmology business.

The company said at that time that the cash deal will help it capitalize on increasing demand for contact lenses and other products because of aging populations, growing demand in emerging markets and increasing rates of diabetes. Complications of the complex blood sugar disorder can damage the eyes over time.

Valeant expects to achieve at least $800 million in annual cost savings by the end of next year, and said the acquisition will add to its profits immediately.

Investment firm Warburg Pincus, which leads an investment group that owns Bausch & Lomb, will receive $4.5 billion in cash. The remaining $4.2 billion will be used to repay Bausch & Lomb's debt.

US shares of Valeant Pharmaceuticals International Inc. rose 4 cents to $92 in afternoon trading.

Official: 8 Tunisian soldiers killed in ambush

TUNIS, Tunisia (AP) ? Tunisia's presidential spokesman says gunmen ambushed an army unit patrolling in a mountainous region near the border with Algeria, killing eight soldiers.

Adnan Mancer told The Associated Press that the attack took place Monday on Jebel Chaambi, Tunisia's tallest mountain and a suspected hideout of al-Qaida-linked militants.

The army has been searching the mountainous region near the Algerian frontier since a patrol was hit by a roadside bomb in April.

On June 24, the army declared the mountain cleared of extremists in a campaign that cost three lives and left 27 soldiers injured.

In the course of its operation, the army discovered evidence suggesting an al-Qaida-linked movement supported by the local population had set up training camps in the area.

PREP FOOTBALL: Upland gets transfer boost going into 2013 season

The Upland High School football program has attracted its share of transfers over the years, but it may reach new heights this season.

If all players who have transferred from other schools since last season are approved by the CIF-SS, the Highlanders will feature at least eight new faces in the fall.

That figure doesn't include incoming freshman receiver Nathan Tilford, who received scholarship offers from USC and Arizona State while he was still in eighth grade.

"We work really hard at what we do and if people move in for whatever reason and we're the benefactor, then I'm happy for that," said Upland head coach Tim Salter, who is entering his 19th year. "We're not out there recruiting kids, but I think we have one of the best programs around."

Most, if not all, of the transfers figure to be impact players this season for an Upland team that has reached the CIF-SS Inland Division semifinals two seasons running.

Tyler Hilinski, a 6-foot-4 junior who spent his first two seasons at Sherman Oaks Notre Dame, is expected to be the starting quarterback for the two-time defending Baseline League champions. Though he is unproven after two years behind older brother Kelly Hilinski on the depth chart, Salter proclaimed the younger Hilinski a Division-I prospect.

family has returned to a previous residence in Claremont, is one of four transfers to Upland already approved by CIF-SS along with Elijah Jones from Damien, Tatum Slack from Rancho Cucamonga and Eric Turner from Victor Valley. All four attended Upland the second semester of last school year.

Of the four other transfers hoping to be approved, one has already been denied.

A CIF-SS ruling came down last week that the transfer of running back Jake Payton, whose 1,658 yards and 22 touchdowns at San Dimas last season earned him the Valle Vista League MVP, was athletically motivated.

Unless Payton wins his appeal, he will be ineligible for his senior season.

"I can't really comment on Jake's case but we just hope the appeals process goes OK," Salter said. "We anticipate if he has the opportunity to play, he could play a key role in what we do offensively."

Rising senior Marquis Wimberly is one of three coming to Upland who played at Victor Valley last season. The 6-foot, 180-pound rising senior is joined by offensive lineman Gary Baker and Turner, who was Victor Valley's starting quarterback last season.

Turner, a rising junior who passed for 1,157 yards last season, will play receiver for Upland. Baker's family is still in the process of moving to Upland and will submit paperwork for transfer approval once their address is confirmed. Wimberly's paperwork has already been submitted for approval.

A likely starter at receiver for the Highlanders, Wimberly spent the first part of last season at Diamond Ranch before transferring in time to play the final three games of the 2012 season with Victor Valley.

Slack, who played quarterback for the Rancho Cucamonga junior varsity last year before transferring to Upland in the midst of football season, will primarily play defensive back for the Highlanders.

Joining him in the secondary will be Jones, who had 15 tackles and one interception as a sophomore last season at Damien. Jones is also a capable running back, but Upland returns three others aside from Payton who will be competing for carries.

"With the new guys coming in, it's tough on the kids that have been here," Salter said. "But the kids here know what they're getting into. "This program has always been based on internal competition and we've never represented it any other way."

Scientists from Virginia Commonwealth University Massey Cancer Center have provided evidence from preclinical experiments that a gene known as melanoma differentiation associated gene-9/syntenin (mda-9/syntenin) could be used as a therapeutic target to kill bladder cancer cells, help prevent metastasis and even be used to non-invasively diagnose the disease and monitor its progression.

The study, published in the journal Clinical Cancer Research, was a collaborative effort between Paul B. Fisher, M.Ph., Ph.D., who originally discovered the mda-9/syntenin gene, and Santanu Dasgupta, Ph.D., an expert in bladder cancer research. Through cell cultures and mouse models of human bladder cancer, the researchers demonstrated that mda-9/syntenin helps to regulate bladder cancer growth and metastasis. They also showed that an increase in the gene's expression correlates with disease progression, making it a promising target for detecting and monitoring the growth and metastasis of bladder cancer. In addition, suppressing mda-9/syntenin expression resulted in a substantial decrease in cancer growth and its ability to spread.

"Currently, there are no biomarkers that can accurately predict bladder cancer metastasis, or monitor its progression," says Fisher, Thelma Newmeyer Corman Endowed Chair in Cancer Research and co-leader of the Cancer Molecular Genetics program at VCU Massey, chairman of the Department of Human and Molecular Genetics at VCU School of Medicine and director of the VCU Institute of Molecular Medicine (VIMM). "Our findings could assist in the development of innovative ways to detect, monitor and treat bladder cancer."

The team discovered that mda-9/syntenin regulates bladder cancer progression by impacting epidermal growth factor receptor (EGFR) signaling. EGFR is located on the surface of bladder cancer cells and plays a part in a variety of mechanisms that contribute to cell proliferation, the growth of new blood vessels, cell migration and resistance to apoptosis - a form of cell suicide. The researchers showed that mda-9/syntenin physically binds to EGFR and disrupts a variety of processes that help keep cancer in check.

Fisher has previously shown that mda-9/syntenin is overexpressed in a variety of cancers and is a key contributor to metastasis in melanoma. Fisher and Dasgupta plan to continue exploring the role of mda-9/syntenin in the development of bladder cancer. Future studies will utilize animal models to determine the mechanisms by which the gene helps to initiate the disease in order determine the point at which the gene's expression indicates a positive cancer diagnosis.

"Bladder cancer is often diagnosed through an invasive procedure that involves inserting a flexible camera through the urethra, which may cause some people to delay testing and, in turn, treatment," says Dasgupta, member of the Cancer Molecular Genetics program at VCU Massey, assistant professor in the VCU Department of Human and Molecular Genetics and VIMM member. "We hope that our studies will lead to new, less invasive ways to detect and treat bladder cancer and, ultimately, fewer deaths."

Hardly a day goes by without news of another organization suffering a data breach involving thousands or even millions of stolen user data records. If your email information appears in the mix, your antispam utility will probably see a spike in pointless mail. Abine's free MaskMe service lets you communicate with retailers, discussion groups, and other websites without ever giving them your actual email address, so they can't lose it in a data breach (or sell it to spammers). As a bonus, it also serves as a simple password manager.

MaskMe installs as an add-on for Firefox or Chrome; support for Safari and Internet Explorer is planned. The only immediately visible sign of MaskMe's presence is a small button on the toolbar.

Levels of Service
Just after installation, MaskMe runs as a local service. Your password data stays on your PC or Mac, and you can check your masked emails by logging in to your MaskMe temporary Inbox online. That arrangement is very secure, but not nearly as convenient as just using your normal email client.

Most users will want to set up email forwarding. In this mode, MaskMe forwards each received message to your actual email address, keeping a copy in the temporary inbox for four hours in case there's a problem with forwarding. Any response to the forwarded message will be automatically tweaked to show the masked email address as the sender. Setting up an email address also lets you have MaskMe fill in your real, unmasked email address, if you desire.

Upgrading from basic MaskMe to MaskMe Online is free. Doing so lets you backup your MaskMe data to the cloud, sync between multiple PCs, and access your data from any computer.

MaskMe Premium, currently in beta, will add a number of very useful features. With a Premium subscription you can sync your MaskMe data to iOS or Android devices and make masked phone calls, so the person you call won't get your actual phone number. Even more impressive is the masked credit card feature, which lets you generate a one-use credit card for each transaction. We'll review MaskMe Premium when its beta period finishes.

Masked Email
Using MaskMe to protect your email account is really, really easy. When you click on a Web form field that asks for an email address, MaskMe pops up a tiny menu window just below the field offering to mask your email. Click the button and it fills in the field with a random email address like "7bf147ea@opayq.com" that's specific to the website in question. If you've set up email forwarding, you'll also get the option to auto-fill your real email address.

When the website sends you mail, it first hits the MaskMe online mailbox and then, assuming you've set up forwarding, moves along to your regular inbox. Here's where it gets interesting. If you ever receive a spam message to one of your masked emails, you can immediately disable that address by clicking a link in the header that MaskMe inserts into the message. You can also review your masked email addresses online and block or un-block any of them with a single click.

In testing, I found a few sites where MaskMe didn't offer to mask my email. If that happens to you, just right-click the entry field and find "Mask My Email" under the MaskMe submenu. It's also possible to enter a domain directly in the MaskMe online console and generate a masked email for that domain.

Of course, MaskMe can't do anything about spammers who've already obtained your actual email address. To get full-scale spam protection, you'd need to create a brand-new email address and remember to always, always mask it.

Xcel Energy CEO says company might leave Minneapolis

Xcel Energy Inc. would move its headquarters out of Minneapolis if the city creates a new municipal utility to serve residents in place of Xcel, CEO Ben Fowke has said.

According to a story published Friday by the Minneapolis Star Tribune newspaper, Fowke told the Tribune?s editorial board, ?There is not a utility in the nation that has their headquarters in a city that has municipalized.?

The Star Tribune indicated that Fowke wasn?t threatening to leave the city, "as sports teams have done when demanding government subsidies, but rather [that leaving] was an inevitable result of a city utility takeover."

The Minneapolis City Council is scheduled to vote Aug. 1 on creating a new electric utility for residents; the matter is expected to go to voters in November.

It's anyone's guess if Denver might be in the running to host the headquarters of Xcel, one of the largest in the nation, if Minneapolis creates its own utility and Xcel decides to move out.

Xcel has nearly 12,000 employees in Colorado, according to research by the DBJ's Connie Elsbury. Of Xcel?s 3.4 million electricity customers in eight states, 40 percent live in Colorado, and of its 1.9 million natural gas customers, about 70 percent live here.

Denver was the headquarters of New Century Energies, which merged with Northern States Power in 2000 to create Xcel Energy.

In response to a request for comment, Laura McCarten, Xcel regional vice president, said: "A decision by the city of Minneapolis on municipalization is a long way off. We want to continue our more than 100-year partnership with the city and would prefer to work together to meet the city's energy goals rather than going down the divisive path of municipalization. We are hopeful that our efforts will be successful.

Adrian Peterson: 'I'm all natural. I work hard.'

MANKATO, Minn. (AP) ? Embracing the challenge has always been a part of Adrian Peterson's persona. Bring it on, the star running back has often said with a smile.

He set the NFL's single-game rushing record as a rookie for the Minnesota Vikings. His swift recovery from reconstructive left knee surgery last season included a jaw-dropping 2,097 yards rushing and the league MVP award. No matter how rare the feat he's asked about, Peterson will usually insist it's possible.

There's another test he'd eagerly take: for human growth hormone.

"I can't wait until they draw my blood," Peterson said Friday after the team's first workout of training camp.

The NFL and the players union have been working on an agreement for HGH testing procedures. Supplemental HGH is a banned substance that's difficult to detect. It's been used by athletes for what are believed to be a variety of benefits, whether real or only perceived, like increased speed and improved vision.

"To be honest with you, I've been hoping they did this a long time ago, you know, evening out the playing field and make guys be honest and truthful to themselves," Peterson said, later adding: "I'm all natural. I work hard. This right here, it's a test for me personally, that I know that, 'Hey, I'm clean as a whistle,' and other guys as well. And then, like I say, it'll bring some guys to the forefront and be like, 'Hey, I guess this is how this guy's been performing so well.'"

Peterson said he believes HGH use is not uncommon around the league.

"You've got guys out there trying to provide for their families, they're going to try to get that edge, get that advantage, especially if they're not worried about trying to get caught," Peterson said. "Yeah, it's being used."

Vikings defensive end Jared Allen offered a less skeptical view but echoed his teammate's encouragement of the testing.

"You like to think that everybody is playing clean and that we have a pretty solid drug testing system now with steroids, being random like it is, that it would discourage that kind of use," Allen said. "I'm not na?ve to say that. There are probably people on them. But hopefully if they can figure it out and get the system worked out, then it would discourage anyone using performance-enhancing drugs."

Peterson's seemingly superhuman comeback last season prompted plenty of accusations he heard in person or saw online. There's even a Twitter user with the handle @HghPeterson. Peterson is aware of it.

"I think that's a compliment, when I hear people say stuff like that," Peterson said. "It shows me how blessed I am."

Given the state of pro sports, particularly in light of the recent resurgence of big-name baseball players linked to performance-enhancing drugs, even a live-televised blood test of Peterson's sample would still leave people assuming he somehow cheated to aid his remarkable 2012 season. But he said he's not worried about such disbelief.

"Because I'm true to myself, and I know I have a lot of respect for this game and the guys that came before me and the guys that did it the right way, and that's what I'm all about," Peterson said.

Of the six other players who topped the 2,000-yard mark (Eric Dickerson, Jamal Lewis, Barry Sanders, Terrell Davis, Chris Johnson and O.J. Simpson) previously, the best follow-up performance was 1,491 yards by Sanders in 1998. Some statistical regression is only natural, especially if quarterback Christian Ponder can improve with two new wide receivers, Greg Jennings and Cordarrelle Patterson, to throw to.

"We don't sit down and say, 'We want you to get this many yards. We want you to run this way,'" coach Leslie Frazier said. "We've got some parameters we want him to work within, but you've still got to let Adrian be Adrian. He's the greatest running back in our game, so we're not going to pigeonhole him in how we're going to use him."

Peterson was asked at one point about whether he could reach 2,500 yards this year, and he of course said sure. The subject comes up now almost every time he's available to reporters, and in keeping with that old bring-it-on attitude Peterson has never dismissed the notion.

"It's something I want to accomplish, if it's something that happens. If not, it doesn't matter as long as we win," Peterson said.

That's why the Vikings haven't delved much into concern about Peterson's yardage total for the year, whether it goes up or goes down.

"You always want to be balanced as a football team, but you also want to win games," center John Sullivan said. "So if running for 300 yards is what helps us win, I'm sure that's what our goal will be."

Last summer at this time, the goal was just to get Peterson practicing full speed with the team again and ready for the regular season opener.

"I was teasing him. I said, 'I don't think you're in as good of shape as you were a year ago,'" Frazier said, "and he goes, 'We'll see. We'll see,' with a smile."

United Continental boosts 2Q earnings 38 pct.

Higher fares and a lower fuel bill led to a 38 percent profit jump for the parent of United Airlines in the second quarter.

Fewer passengers flew on United from April to June, but those who did paid slightly more. Not just for plane tickets, either. United boosted revenue from add-on charges such as baggage fees and seats with more legroom.

Last spring, United was struggling to merge some of its large computer systems with Continental, resulting in snafus that frustrated passengers and hurt fares.

In the most recent quarter, a key measure of per-seat passenger revenue rose 1 percent as United recovered. The airline projected that per-seat revenue would rise as much as 5 percent in the third quarter.

"We have clearly turned the corner post-merger, and I am confident that we are on a path toward becoming the world's leading airline," said Jeff Smisek, the airline's chairman, president, and CEO, on a conference call.

United sees one path to greater profitability in collecting more money for add-ons. Revenue for its extra-legroom Economy Plus seats jumped 37 percent in the most recent quarter. United hopes to sell more of those seats through the Sabre ticket distribution system next year. Sabre processes sales to large corporate travel clients and online booking sites such as Travelocity, which Sabre owns.

United also sells "subscriptions" for a $500 fee that entitles a passenger to Economy Plus for a year. And it's rolling out satellite-based Internet connections that it will sell to passengers. Revenue from add-ons like that rose by 13 percent to more than $20 per passenger in the second quarter, United said.

"We believe there is considerable room for us to grow in this high-margin space," said Chief Revenue Officer Jim Compton.

The airline is also aiming to bring so-called "revenue management" to more of those fees. Airlines have long sold tickets for different prices depending on how much demand there is for the flight and how far in advance the customer is booking. Now it's doing the same thing with those Economy Plus seats.

The next step will be to make different offers to different customers, Compton said. United deals with 140 million passengers per year, "not all of whom want or value the same thing from us, and not all of whom in return create the same value for the company," Compton said. He said United will beat its earlier goal of raising revenue from add-ons by 9 percent.

United Continental Holdings Inc. earned $469 million, or $1.21 per share, for the quarter. It would have earned $1.35 per share if not for special items. That's a penny better than expected by analysts surveyed by FactSet. A year ago it earned $339 million, or 89 cents per share.

Revenue rose almost 1 percent to $10 billion, about what analysts had expected.

United cut flying by 2 percent compared to a year earlier. Its fuel bill dropped 10 percent on a combination of the reduced flying and an 8 percent drop in the per-gallon price of fuel.

Lower fuel bills helped all of the big airlines in the most recent quarter. But oil prices have risen in recent weeks, likely dampening the relief for airlines.

Shares of Chicago-based United Continental fell 67 cents, or 1.9 percent, to $34.30.

For years now, Galpin Auto Sport has been building a wide variety of custom cars. Each new custom starts with an existing model that is transformed into something new. Apparently, the team at GAS wanted a new challenge because they recently announced the creation of an entirely new car.

It's called the GTR1, and it's a modern interpretation the 2005-2006 Ford GT. All we've seen are renderings so far, but all that is about to change. The Galpin Ford GTR1 is heading to Pebble Beach for its global reveal.

The GTR1 is reportedly powered by one monster of a mill. It's a 5.4-liter Ford V-8 engine aided by the addition of a pair of turbochargers. The total power output could be as high as 1,025 horsepower, which could push the car to a speed of 225 miles per hour.

Now, that's all just speculation on the part of Galpin at the moment because no one has seen them test the car. They could be doing some ultra-secret late-night Las Vegas runs that no one has noticed or maybe they've got a dyno tucked away on their property.

Regardless, the world is eager to see the car. The Ford GT remains a beloved modern sports icon that touches on the automakers racing history with the GT40. The Galpin GTR1 aims to be the evolution of the Ford GT, which is a difficult target. We'll just have to wait until Pebble Beach to see if they nailed it.?

    (AP) ? The House narrowly rejected a challenge to the National Security Agency's secret collection of hundreds of millions of Americans' phone records Wednesday night after a fierce debate pitting privacy rights against the government's efforts to thwart terrorism.

    The vote was 217-205 on an issue that created unusual political coalitions in Washington, with libertarian-leaning conservatives and liberal Democrats pressing for the change against the Obama administration, the Republican establishment and Congress' national security experts.

    The showdown vote marked the first chance for lawmakers to take a stand on the secret surveillance program since former NSA systems analyst Edward Snowden leaked classified documents last month that spelled out the monumental scope of the government's activities.

    Backing the NSA program were 134 Republicans and 83 Democrats, including House Speaker John Boehner, R-Ohio, who typically does not vote, and Democratic leader Nancy Pelosi. Rejecting the administration's last-minute pleas to spare the surveillance operation were 94 Republicans and 111 Democrats.

    It is unlikely to be the final word on government intrusion to defend the nation and Americans' civil liberties.

    "Have 12 years gone by and our memories faded so badly that we forgot what happened on Sept. 11?" Rep. Mike Rogers, R-Mich., chairman of the Intelligence Committee, said in pleading with his colleagues to back the program during House debate.

    Republican Rep. Justin Amash of Michigan, chief sponsor of the repeal effort, said his aim was to end the indiscriminate collection of Americans' phone records.

    His measure, offered as an addition to a $598.3 billion defense spending bill for 2014, would have canceled the statutory authority for the NSA program, ending the agency's ability to collect phone records and metadata under the USA Patriot Act unless it identified an individual under investigation.

    The House later voted to pass the overall defense bill, 315-109.

    Amash told the House that his effort was to defend the Constitution and "defend the privacy of every American."

    "Opponents of this amendment will use the same tactic that every government throughout history has used to justify its violation of rights: Fear," he said. "They'll tell you that the government must violate the rights of the American people to protect us against those who hate our freedom."

    The unlikely political coalitions were on full display during a spirited but brief House debate.

    "Let us not deal in false narratives. Let's deal in facts that will keep Americans safe," said Rep. Michele Bachmann, R-Minn., a member of the Intelligence committee who implored her colleagues to back a program that she argued was vital in combatting terrorism.

    But Rep. Jim Sensenbrenner, R-Wis., a senior member of the Judiciary Committee who helped write the Patriot Act, insisted "the time has come" to stop the collection of phone records that goes far beyond what he envisioned.

    Several Republicans acknowledged the difficulty in balancing civil liberties against national security, but expressed suspicion about the Obama administration's implementation of the NSA programs ? and anger at Director of National Intelligence James Clapper.

    "Right now the balancing is being done by people we do not know. People who lied to this body," said Rep. Mick Mulvaney, R-S.C.

    He was referring to Clapper who admitted he gave misleading statements to Congress on how much the U.S. spies on Americans. Clapper apologized to lawmakers earlier this month after saying in March that the U.S. does not gather data on citizens ? something that Snowden revealed as false by releasing documents showing the NSA collects millions of phone records.

    With a flurry of letters, statements and tweets, both sides lobbied furiously in the hours prior to the vote in the Republican-controlled House. In a last-minute statement, Clapper warned against dismantling a critical intelligence tool.

    Since the Sept. 11, 2001, attacks, Congress has authorized ? and a Republican and a Democratic president have signed ? extensions of the powers to search records and conduct roving wiretaps in pursuit of terrorists.

    Two years ago, in a strong bipartisan statement, the Senate voted 72-23 to renew the Patriot Act and the House backed the extension 250-153.

    Since the disclosures this year, however, lawmakers have said they were shocked by the scope of the two programs ? one to collect records of hundreds of millions of calls and the other allowing the NSA to sweep up Internet usage data from around the world that goes through nine major U.S.-based providers.

    Although Republican leaders agreed to a vote on the Amash amendment, one of 100 to the defense spending bill, time for debate was limited to 15 minutes out of the two days the House dedicated to the overall legislation.

    The White House and the director of the NSA, Army Gen. Keith Alexander, made last-minute appeals to lawmakers, urging them to oppose the amendment. Rogers and Rep. C.A. Dutch Ruppersberger, D-Md., leaders of the House Intelligence Committee, implored their colleagues to back the NSA program.

    Eight former attorneys general, CIA directors and national security experts wrote in a letter to lawmakers that the two programs are fully authorized by law and "conducted in a manner that appropriately respects the privacy and civil liberties interests of Americans."

    White House press secretary Jay Carney issued an unusual, nighttime statement on the eve of Wednesday's vote, arguing that the change would "hastily dismantle one of our intelligence community's counterterrorism tools."

    Proponents of the NSA programs argue that the surveillance operations have been successful in thwarting at least 50 terror plots across 20 countries, including 10 to 12 directed at the United States. Among them was a 2009 plot to strike at the New York Stock Exchange.

    Rogers joined six GOP chairmen in a letter urging lawmakers to reject the Amash amendment.

    "While many members have legitimate questions about the NSA metadata program, including whether there are sufficient protections for Americans' civil liberties," the chairman wrote, "eliminating this program altogether without careful deliberation would not reflect our duty, under Article I of the Constitution, to provide for the common defense."

    The overall defense spending bill would provide the Pentagon with $512.5 billion for weapons, personnel, aircraft and ships plus $85.8 billion for the war in Afghanistan for the next budget year.

    The total, which is $5.1 billion below current spending, has drawn a veto threat from the White House, which argues that it would force the administration to cut education, health research and other domestic programs in order to boost spending for the Pentagon.

    In a leap of faith, the bill assumes that Congress and the administration will resolve the automatic, across-the-board spending cuts that have led the Pentagon to furlough workers and cut back on training. The bill projects spending in the next fiscal year at $28.1 billion above the so-called sequester level.

    By voice vote, the House backed an amendment that would require the president to seek congressional approval before sending U.S. military forces into the 2-year-old civil war in Syria.

    Rep. Trey Radel, R-Fla., sponsor of the measure, said Obama has a "cloudy foreign policy" and noted the nation's war weariness after more than 10 years of conflict in Iraq and Afghanistan.

    The administration is moving ahead with sending weapons to vetted rebels, but Obama and members of Congress have rejected the notion of U.S. ground forces.

    The House also adopted, by voice vote, an amendment barring funds for military or paramilitary operations in Egypt. Several lawmakers, including Rep. Kay Granger, R-Texas, who heads the panel overseeing foreign aid, expressed concerns about the measure jeopardizing the United States' longstanding relationship with the Egyptian military.

    The sponsor of the measure, Rep. Thomas Massie, R-Ky., insisted that his amendment would not affect that relationship.

    The overall bill must be reconciled with whatever measure the Democratic-controlled Senate produces.

    Facebook soars after 2Q results beat estimates

    (AP) ? Facebook's stock is flying high after the world's biggest social network posted higher revenue from mobile ads and delivered a healthy second-quarter profit that reversed a loss a year earlier.

    The results, which come in the heels of weaker-than-expected results from online search leader Google Inc., signal that Facebook's aggressive push into the mobile advertising market continues to pay off. The company began showing mobile advertisements for the first time last spring. On Wednesday, Facebook said mobile ads accounted for 41 percent of its total advertising revenue.

    The Menlo Park, Calif.-based company's stock jumped $4.93, or 18.6 percent, to $31.44 in extended trading after closing at $26.51. The stock priced at $38 when Facebook went public in May 2012 and hasn't hit that since.

    "I'm completely surprised," said Gartner analyst Brian Blau, summing up the sentiments of many investors who've watched Facebook's stock price stagnate over the past year due in large part to concerns about its mobile prospects.

    "I was actually thinking that maybe they would have a soft quarter," he added, citing a softening of advertising revenue ? Facebook's bread and butter ? across the industry. "That seems not to be the case."

    Facebook Inc. it earned $333 million, or 13 cents per share, in the April-June period. That's up from a loss of $157 million, or 8 cents per share, a year ago. Adjusted earnings were $488 million, or 19 cents per share, above the 14 cents that analysts were expecting.

    Facebook's revenue grew 53 percent to $1.81 billion from $1.18 billion, well above the $1.62 million that analysts polled by FactSet were expecting. Facebook has also quickened the pace of its revenue growth. In the first quarter, revenue grew 38 percent and in the fourth quarter of last year, 40 percent.

    Mobile revenue was $655.6 million, or 41 percent of the quarter's total advertising revenue of $1.6 billion.

    "We've made good progress growing our community, deepening engagement and delivering strong financial results, especially on mobile," said CEO Mark Zuckerberg, in a statement. "The work we've done to make mobile the best Facebook experience is showing good results and provides us with a solid foundation for the future."

    Research firm eMarketer expects Facebook to increase its mobile advertising revenue more than fourfold to over $2 billion this year. This would give the company a 13 percent share of the global mobile ad market, up from about 5 percent last year.

    That said, Google is a distant No. 1 when it comes to mobile ads. EMarketer estimates that the company held a 52 percent share of the global $8.8 billion mobile ad market last year. This year, the firm expects Google's share to grow to 56 percent.

    In a conference call with analysts, Zuckerberg sought to ease concerns that teenagers are growing tired of Facebook and flocking to newer, hipper services such as (Facebook-owned) Instagram.

    "Based on our data, that isn't true," he said. "It's difficult to measure this perfectly since some young people lie about their age, but based on the best data we have, we believe we have close to fully penetrated in the U.S. teen demographic for a while, and the number of teens using Facebook on a daily and monthly basis has been steady over the past year and a half."

    Facebook has also been working on growing its international advertising revenue, since most of its users live outside of the United States. The company announced this week that more than 100 million people access Facebook using traditional, non-smart phones in countries like India, Indonesia and the Philippines.

    Facebook had 1.15 billion monthly active users as of June 30, up 21 percent from a year ago. The number of monthly mobile users grew 51 percent to 819 million.

    Depleted Uranium Linked To Outbreak Of Birth Defects And Cancer In Iraq

    America?s war of aggression in Iraq produced many immediate casualties, but recent reports from the Iraq are citing another, longer term, cost of war. America?s use of depleted uranium shells is causing record numbers of birth defects and cancer in previous combat areas. Doctors are struggling to cope with the outbreak.

    The US military?s use of depleted uranium in Iraq has led to a sharp increase in Leukemia and birth defects in the city of Najaf ? and panicked residents are fearing for their health. Cancer is now more common than the flu, a local doctor tells RT.

    The city of Najaf saw one of the most severe military actions during the 2003 invasion. RT traveled to the area, quickly learning that every residential street in several neighborhoods has seen multiple cases of families whose children are ill, as well as families who have lost children, and families who have many relatives suffering from cancer.

    Uranium is radioactive and a known carcinogen, but whether or not the amount present in the American ammunition used during the war is enough to cause the kind of disease present in Iraq today has yet to be proven conclusively. But if reports are correct, it would be quite a coincidence that the areas presenting the increases in birth defects and cancer are also the ones where heavy use of depleted uranium shells took place.

    Dr. Sundus Nsaif says the city has seen a ?dramatic rise? in cancer and birth defects since the 2003 US-led invasion of Iraq. Nsaif said the alternative location was chosen because there is an active push by the government not to talk about the issue, perhaps in an effort not to embarrass coalition forces? Depleted uranium weapons are known for the ability to penetrate through walls and tanks. One of its most dangerous ?side effects? is that when the substance vaporizes, it generates dust inhaled by individuals.

    The Pentagon and the UN estimate that US and British forces used 1,100 to 2,200 tons of armor-piercing shells made of depleted uranium during attacks in Iraq in March and April, far more than the [officially] estimated 375 tons used in the 1991 Gulf War, according to a report published in Seattle Post-Intelligencer in 2003.

    It would seem the Iraqi people are not quite finished suffering for America?s historic blunder. Those who survived America?s invasion and resulting sectarian war have lived long enough to get cancer or watch their newborn children be crippled from the weaponry used in the war.

    The U.S. meanwhile has moved on to thinking of ways to ?liberate? other countries.

    WASHINGTON (AP) ? In the first 200 years of the republic, just three presidents survived more than two decades after leaving office John Adams, Martin Van Buren and Herbert Hoover. The odds for ex-presidents have improved considerably since then.

    Jimmy Carter, who raised the bar for active post-presidential years, is 88 now, and 32 years out of office. No one has survived longer after leaving the White House. George H.W. Bush, 89, passed the two-decade mark this year. The two most recent former presidents, Bill Clinton and George W. Bush, both are going strong. Gerald Ford lived nearly 30 years after leaving office.

    There's a lot happening in the ex-presidents club these days ? thanks to increasing longevity, the personalities of the current members and expanding opportunities for influence.

    After a relatively quiet start to his post-presidency, George W. Bush in recent weeks has made headlines by speaking out for immigration reform and popping up in Africa at a wreath-laying with President Barack Obama to remember victims of terrorism. Clinton, with his philanthropic work and a wife who's a potential presidential candidate, is never far from the news.

    The elder Bush, although frail, was at the White House last week (in jaunty red-and-white striped socks) for a ceremony promoting the volunteerism program he started as president. And Carter, noted for his years of globe-trotting work to advance human rights, spoke out last week against "legal bribery of candidates" at home in the form of unchecked political contributions by outside groups.

    Is all this activity the new model for ex-presidents? It turns out they've got plenty of examples to draw on from earlier centuries.

    "There's a whole class of people who leave the White House and continue to take a hyperactive role in American life," says presidential historian Douglas Brinkley of Rice University. He points to Andrew Johnson, who was elected to the Senate after a presidency that included impeachment; William Howard Taft, who became a Supreme Court justice; John Quincy Adams, who was an outspoken opponent of slavery as a member of the House; Theodore Roosevelt, who created the Bull Moose Party and tried to regain the presidency, and many more.

    "There is no rule of thumb," says Brinkley. "Each man is just different."

    For all their differences, though, recent chief executives have tended to start their post-presidential years relatively quietly, taking time to regroup, to heal in some cases, and give the new guy space to operate. They focus on raising money for their presidential libraries/centers. They write memoirs. Their poll numbers improve as time passes and memories of hard-fought presidential battles soften.

    Call that phase one.

    Bush, whose presidential center in Dallas was dedicated in April and whose 2010 memoir, "Decision Points," was a best-seller, has seen his poll numbers rebound, and he seems to be entering phase two: He says he wants to make a difference in the world, but steer clear of politics and avoid meddling in Obama's business.

    His recent activities have demonstrated both the possibilities and limitations of an ex-president's influence.

    Bush's presence in Africa during Obama's visit to the continent offered a reminder of his efforts to fight HIV and AIDS there. But his entreaty to bring a "benevolent spirit" to the debate over immigration reform seemed to have zero impact on House Republicans. GOP legislators said Bush's comments never even came up in their closed-door meeting about immigration on the day he spoke out.

    "We care what people back home say, not what some former president says," said Rep. Tim Huelskamp, R-Kan.

    Still, recent ex-presidents seem to be assuming a higher profile in public affairs and politics, says Thomas F. Schaller, a political scientist at the University of Maryland-Baltimore County who has written a study of postmodern ex-presidents.

    "The opportunities are greater," says Schaller, pointing to the bigger role of electronic media, the globalization of politics and the tendency of ex-presidents to work more cooperatively with one another and with the current occupant of the White House.

    After Clinton and the elder Bush worked closely on humanitarian aid for victims of Hurricane Katrina and the tsunami in Indonesia, Clinton quipped, "People began to joke that I was getting so close to the Bush family, I had become the black sheep son."

    A number of earlier ex-presidents also played on the global stage ? but with a smaller megaphone.

    Herbert Hoover, who lived nearly 32 years after his presidency, traveled the world and took on significant relief efforts in Europe during and after World War II. He later served on government reform commissions during the Truman and Eisenhower administrations, and declared he had "outlived the bastards" who blamed him for the Great Depression, according to Schaller.

    Brinkley says Carter, who left office with disastrous job approval ratings, "game-changed" the ex-president's role with his vigorous public policy activity and freelance diplomacy.

    The joke is that Carter, who left office in 1981, used the presidency as a stepping stone to his ex-presidency. He was awarded the Nobel Peace Prize in 2002.

    Clinton, with his foundation work, seems intent on following Carter's model, although the two have had prickly relations over the years, in part because of Carter's unbidden forays into diplomacy while Clinton was president and his criticism during the Monica Lewinsky scandal.

    Obama will exit the White House at age 54, some 15 years younger than when Ronald Reagan took office. He'll soon need to consider how his next act will play out over what most likely will be decades.

    "Who wants to think their better days are behind them when you're in your mid-50s?" asks Brinkley. "You try to say, 'How can I make a bigger impact?' You're seeing Clinton do that, and you'll see George W. Bush do it, but in his own Texas-style way."

    At his library dedication, the younger Bush related that Alexander Hamilton had once worried about ex-presidents "wandering among the people like discontented ghosts."

    "Actually," he added, "I think we seem pretty happy."
