United States "not threatened" by China's surge in Africa -Obama

By Jeff Mason

PRETORIA (Reuters) - The United States does not feel threatened by the growth of trade and investment in Africa by China and other emerging powers, U.S. President Barack Obama said on Saturday.

"I don't feel threatened by it. I feel it's a good thing," Obama told a news conference during a visit to South Africa.

He said the more countries invested in Africa the more the world's least developed continent could be integrated into the global economy.

"I want everybody playing in Africa. The more the merrier," Obama said.

Obama is embarked on an eight-day trip through Africa to promote trade and business ties between the United States and the continent.

However, he has had to defend his administration against charges it has lagged its predecessors in the level of engagement with Africa, leaving countries like China to reap the economic benefits of a more aggressive approach.

The president's aides have argued that Obama has had two wars and a deep economic crisis to deal with since he took office in 2009.

Obama has also said that U.S. interactions with Africa have included goals of social and political development, unlike those of China, which he said were more narrowly focused on commercial benefits.

"A lot of people are pleased that China is involved in Africa," he told reporters travelling with him on Friday.

"On the other hand, they recognise that China's primary interest is being able to obtain access for natural resources in Africa to feed the manufacturers in export-driven policies of the Chinese economy."

That relationship makes Africa an exporter of raw materials but does not create jobs in Africa and is not a sustainable model over the long-term, he added.

China surpassed the United States as Africa's largest trading partner in 2009, a U.S. government report released in February said. (Reporting by Jeff Mason and Mark Felsenthal; Writing by Pascal Fletcher and Mark Felsenthal; Editing by Pascal Fletcher)

Sally McGraw: How Body Positivity and Figure Flattery Can Coexist

I used to utilize so much energy hating my body that I exhausted myself into depression. For years I tried to change my body with diets and exercise, believing that its shape and size were the root of the problem, but I just kept on hating it. When I began exploring fashion and style -- dressing in fun, flattering and form-fitting clothes -- an unexplored universe opened up to me. For the first time, I respected my body. I realized that there was nothing wrong with my body. I saw my body as integral to my identity. I wanted to show it off, decorate it joyously and hone my personal style so that I could understand it on new levels. Shortly after those realizations clicked into place, I launched my blog. Discovering that connection between looking good and feeling good, as it relates to style, is what inspired me to create Already Pretty. Because when I started to dress in a way that made me look amazing and feel amazing, I finally stopped actively, continually, exhaustively hating my body. And I immediately wanted to show other women how to make that connection so they could stop hating theirs.

I write about the intersection of style and body image, and I get a lot of questions about how I can call myself a body image advocate and still dish out advice on how to flatter the female form in traditional, socially sanctioned ways. I understand that many people perceive a disconnect, but there are several reasons I think it's important to discuss style in this way.

The reader-submitted questions I receive most frequently are about traditional figure flattery topics, and I address them along with all the others. My guess is that just about every style writer, stylist and style expert is plied with such questions almost constantly. Unlike many other style writers, however, I am very careful about how I address these questions. I emphasize choice and encourage people to think about why these specific figure flattery priorities are viewed as important. I never talk about figure "flaws" because I don't believe that bodies are flawed and loathe that judgmental term. When I offer traditional figure flattery advice it is never couched in terms of fixing things or hiding imperfections, and relatively few of my readers frame their requests in those terms. The dialogue is about choosing what you love about your figure and want to highlight, and also about understanding the challenges you face and the aspects you'd rather downplay. I am yet to meet a woman who loves absolutely everything about her body, top to tail and dresses without giving a single thought to what will be showcased most prominently. And while I completely agree with the sentiment behind "dress in what makes you feel happy and comfortable" -- a message I promote myself, and often -- I think that the morass of style rules, body negativity and mixed messages that women receive about style and their figures leaves many of them feeling confused about which clothes COULD make them feel happy and comfortable. Hence their questions.

I've been writing about this stuff for six years and working one-on-one with style consult clients for five, and I'll tell you something: Even women who hire me specifically because they love my body-positive stance want my advice about regular old figure flattery. When I work with them, I lean hard on acceptance and ask lots of questions because I want them to understand where those urges to look tall and thin are coming from. But I also give them what they want because I know that feeling good about how you look often begins with conforming to traditional standards of style before branching off into individuality. You've got to know the rules before you can break them. And I know for a fact that what I say to them about questioning their choices, accepting themselves as fully as possible and not worrying so much about what the fashion rags say has an impact. Because they follow-up to tell me so.

I think each individual woman is capable of gathering information, evaluating it and deciding for herself how she wants to present her figure and body and self to the world. I understand that many people view my writings about figure flattery as hypocritical, and I'm just fine with that. I don't think that "There's nothing wrong with your body" is sufficient or helpful to the vast majority of women who are both interested in style and struggling with body image. Although some may hear that rallying cry and feel empowered to shirk the rules and truly wear absolutely anything that makes them feel fabulous, others may feel like it's the equivalent of being told, "Just get over yourself and stop whining." The former group probably doesn't want my help or input on style or body image in the first place. The latter group, however, is looking for a space to explore style that includes some structure and advice, but remains free of judgment.

These women are learning about themselves through clothing -- just as I did -- and their questions are valid. They crave something more concrete and actionable than, "Wear whatever you want whenever you want." I'd rather give them ways to make their waists look smaller presented kindly and with some reminders about socially reinforced beauty standards than have them running to Stacy London or Tim Gunn. (Who, try as they might, always seem to give people the impression that there is one right way to look good). No blogger is going to cure women of their body image issues and hang-ups or have perfect answers to every possible style question. But my hope is to encourage the women who read my writing to begin thinking and talking, give them some new tools to use, offer some supportive language about self-acceptance and provide a place to discuss it all.

Some people who read my writing will never see this, or agree to it. I understand and respect that because I know there are many ways to view the world and parse information. Just as some people will always maintain that if you shave your legs or wear lipstick you absolutely cannot be a feminist, some people will say that if you wear high heels to elongate your legs you absolutely cannot be a body image advocate. Those are opinions, so there is no true right or wrong to be had. I'm a pretty black and white thinker myself, but this is one realm in which I'm happy to live in the gray. Because there seem to be an awful lot of women who are looking for a middle ground between "dress skinny" and "fuck flattering," and I want to create a safe haven for those women to explore their questions.

Ford, Chrysler counter GM with new V6 pickups for 2014

By Bernie Woodall

DETROIT (Reuters) - The battle in six-cylinder pickups takes an interesting twist this fall with the launch of the 2014 Ford F-150 Tremor and the 2014 Ram 1500 EcoDiesel.

Both trucks feature turbocharged V6 engines, but take different approaches to reach different segments of the full-size pickup audience.

The new Ford and Ram entries - one built for speed, the other for high mileage and heavy loads - are hitting the U.S. market as General Motors Co's recently redesigned 2014 Chevrolet Silverado and GMC Sierra pickups are beginning to reach U.S. dealers in significant numbers.

Chrysler Group LLC hopes to divert some attention from the new GM trucks with its new 2014 Ram 1500 EcoDiesel, the industry's first light-duty diesel-powered pickup.

Ford Motor Co is counterpunching with the 2014 Tremor, the industry's quickest and most powerful six-cylinder pickup.

The Ram 1500 EcoDiesel features a 3.0-liter turbocharged V6 diesel from Italy's VM Motori, a longtime supplier to Chrysler and an affiliate of the U.S. automaker's corporate parent Fiat SpA .

Fitted with an eight-speed automatic transmission, the EcoDiesel delivers 240 horsepower and 420 pounds-feet of torque. Chrysler said the diesel version of the Ram 1500 will deliver better than 25 miles per gallon in highway driving.

Ford's Tremor, a short-wheelbase version of the regular-cab F-150, gets the company's 3.5-liter EcoBoost engine, a turbocharged, direct-injection gasoline V6 rated at 365 horsepower and 420 pounds-feet. A special "performance" axle helps the Tremor accelerate from zero to 60 miles per hour in about 6.5 seconds. EPA highway fuel economy is 22 miles per gallon.

In comparison, GM's 2014 Silverado and Sierra get a standard 4.3-liter gasoline V6 that makes 285 horsepower and 305 pounds-feet, and has an EPA highway rating of 24 mpg.

The 2014 Ram 1500 with a standard 3.6-liter V6 gasoline engine will have a base price of $25,295, and the "EcoDiesel" option will be $2,850 more, Chrysler said Friday at the trucks' introduction.

Ford has not released prices on the 2014 F-150 trucks, but said Thursday the Tremor would be more expensive than the standard F-150 V6 model.

Chevrolet has not priced the regular-cab 2014 Silverado V6, which goes on sale later this summer.

The three Detroit-based automakers dominate the full-size pickup truck market, which continues to heat up and is easily outpacing sales for cars, crossovers and SUVs. While total U.S. industry sales were up 7.3 percent through May, sales of big trucks jumped 21.2 percent.

At all three of those automakers, the light-duty pickup trucks are the company's best sellers.

In May, sales of the Ford F-Series rose 31 percent, Chevrolet Silverado sales rose 25 percent and Chrysler's Ram truck sales rose 22 percent.

The ultimate video game: teams compete in DARPA Robotics Challenge

Except in this game, turning on a garden hose is an enormously difficult task, requiring huge teams of scientists and?decades of acquired technology.

About twenty-six teams from eight countries competed on June 17-21 in The Virtual Robotics Challenge, the first round of the DARPA Robotics Challenge, using complex software to direct virtual robots in a cloud-based simulator that looks like a 3-D video game.

The overall challenge for the teams is to develop software that can operate a DARPA-supplied humanoid robot across a low-bandwidth network, which is expected to be the only type of network available to first responders in a disaster scenario.

This first round was a software competition in which teams used software of their own design to have a simulated ATLAS robot navigate a simulated disaster zone that looked something like suburbia gone wrong. For three days, competitors stared into computer screens in their respective far-flung labs and offices, instructing their virtual robots to complete a series of challenges, including driving a vehicle and walking over uneven ground. Robots also had to pick up a hose, connect it to a spigot and turn it on.

?The disaster response scenario is technically very challenging,? said Russ Tedrake, a professor at MIT?s Department of Electrical Engineering and Computer Science. ?It requires the robot and human operator to simultaneously perceive and gain an understanding for a complex, new environment, and then use that information to perform difficult manipulation tasks and traverse complex terrains.?

That means that the virtual robot must feed its raw sensor data back to its operating team, which then, with the help of the robot, must interpret its surroundings and enter instructions about where to move or how to manipulate objects. The team then continuously asks the robot to share its plan, adjusting their requests and their suggestions until the robot provides a correct answer, at which point the robot is allowed to go on autonomously.

The top nine teams?received?funding and an ATLAS robot to compete in the DARPA Robotics Challenge Trials in December 2013. The trials are the second of three DARPA challenge events and will be the first time that the physical robots will compete.?

The overall winner of the first round was The Florida Institute for Human and Machine Cognition, a team of some 22 researchers.?

?Getting in the car and driving was our biggest challenge,? said research scientist Jerry Pratt, the Florida Institute?s team leader. ?Walking ? we had that nailed.??

Other winners included Worcester Polytechnic Institute, MIT, and TRACLabs. The Jet Propulsion Laboratory, which was also among the winning teams, donated its awarded funds to three runner-up teams that DARPA had not originally selected ? it had chosen six teams ? putting the total to nine teams that will compete in the second round.

Social lemurs make better larcenists, scientists say

Social lemurs were found to be better thieves than their less social counterparts, in a study that could have implications for how animal intelligence in measured.

By Elizabeth Barber,?Contributor / June 27, 2013

Seven weeks old ring-tailed lemur twins sit in their enclosure in the Zoo in Erfurt, Germany, in May 2013. A recent experiment found that social lemurs make better thieves than do lemurs that live in small social groups.

Researchers from Duke University have found that lemurs living in large social groups are smarter thieves, a find that could have implications for how scientists measure primate intelligence, which is usually correlated with brain size.

Researchers first trained 60 lemurs to see humans as their competitors for food and then arranged an experiment that gave the animals a choice between which human to steal food from: A person placidly staring down the lemur, or another person facing away from the lemur, their food left vulnerable.?

The lemurs from small social groups were indiscriminate in which food they went after, reaching as often for the vulnerable food as they did for the well-protected items. But the lemurs that came from large groups were savvier. They could read the social cues, and those cunning animals were more likely to target the food that the humans had left foolishly unguarded.

Scientists said that the lemurs in small and large social groups have brains of roughly the same size. Usually, brain-size is an indicator of how well an animal will score on intelligence tests, say researchers. But this study, says the scientists, suggests that social factors could also influence animal cognition and that more studies are needed that test forms of animal intelligence un-related to brain size.

?These data provide evidence for a relationship between group size and social cognition in primates, and reveal the potential for cognitive evolution without concomitant changes in brain size,? the scientists wrote in the study, published in PLOS ONE.

The results offer tentative support for what is called the ?social intelligence hypothesis,? which proposes that a group living selectively favors cognitive skills that help animals compete for food and mates within the group, while also maintaining the stability of large social groups. Animals who have those skills are favored in natural selection, meaning that the group as a whole will evolve to have heftier cognitive abilities than animals that have not experienced that natural selection in their small groups.

The stealthy knowledge that the large-group lemurs used in the experiment would also have been useful in their social groups, in which underling individuals must procure food or seize mating opportunities in secret.?

US boss held in China leaves plant after payout

BEIJING (AP) ? An American boss detained nearly a week by his company's Chinese workers left the Beijing factory Thursday after he and a labor representative said the two sides had reached agreement in a pay dispute.

Chip Starnes, who said he was "saddened" by the experience, told The Associated Press a deal was reached overnight to pay the scores of workers who had demanded severance packages similar to ones given to laid-off co-workers in a phased-out division, even though the company said the remaining workers weren't being laid off.

The workers at the medical supply plant in Huairou district, on the outskirts of Beijing, said that the company owed them unpaid salary, that they believed the entire factory was shutting down and that they saw equipment being packed and itemized for shipping to India.

Starnes said the workers' demands were unjustified. Neither he nor district labor official Chu Lixiang gave details of the agreed compensation. Chu said all the workers would be terminated, although Starnes said some would be rehired later.

"It has been resolved to each side's satisfaction," Chu told reporters at the plant. She said they had been sorting out paperwork until 5 a.m. and that 97 workers had signed settlement agreements.

Starnes, a co-owner of Florida-based Specialty Medical Supplies, had quietly departed the factory grounds by the time Chu spoke, returning to his hotel in Beijing.

"Yes!! Out and back at hotel," Starnes wrote in a text message. "Showered.. 9 pounds lost during the ordeal!!!!!!"

Police in Huairou district had made no moves to halt the labor action but guarded the plant and said they were guaranteeing Starnes' safety while local labor officials brokered negotiations.

It is not rare in China for managers to be held by workers demanding back pay or other benefits, often from their Chinese owners. Police are reluctant to intervene, as they consider it a business dispute, and local officials typically are eager to see the matter resolved in a way least likely to fuel unrest.

The labor action reflected growing uneasiness among workers about their jobs amid China's slowing economic growth and the sense that growing labor costs make the country less attractive for some foreign-owned factories.

About 80 workers started blocking all exits starting last Friday, and Starnes had spoken to reporters in recent days through the barred window of his factory office.

Earlier Thursday, he said in a telephone interview that he had been forced to give in to what he considered unjustified demands. He summed up the past several days as "humiliating, embarrassing." At the beginning of his captivity, workers had deprived him of sleep by shining bright lights and banging on windows of his office, he said.

"We have transferred our funds from the U.S.," he said. "I am basically free to go when the funds hit the account here of the company."

Starnes told the AP he planned to get back to business, and even rehire some of the workers who had been holding him.

He previously said the company had been winding down its plastics division, with plans to move it to Mumbai. When he arrived in Beijing last week to lay off the last 30 people, workers in other divisions started demanding similar severance packages.

US mortgage rates jump to 2-year high of 4.46 pct.

(AP) ? U.S. mortgage rates have suddenly jumped from near-record lows and are adding thousands of dollars to the cost of buying a home.

The average rate on the 30-year fixed loan soared this week to 4.46 percent, according to a report Thursday from mortgage buyer Freddie Mac. That's the highest average in two years and a full point more than a month ago.

The surge in mortgage rates follows the Federal Reserve's signal that it could slow its bond purchases later this year. A pullback by the Fed would likely send long-term interest rates even higher.

In the short run, the spike in mortgage rates might be causing more people to consider buying a home soon. Rates are still low by historical standards, and would-be buyers would want to lock them in before they rise further.

But eventually, more expensive home loans could price some people out and slow the housing market's momentum, which has helped drive the U.S. economy over the past year.

"People are getting off the fence a little bit more or choosing to buy now instead of choosing to buy three months from now," said Anthony Geraci, a Cleveland real estate broker-owner who says he's seeing more sales activity lately in his market.

Mortgage rates are rising because they tend to track the yield on the 10-year Treasury note, a benchmark for most long-term interest rates. The 10-year yield began rising from near-record lows in May after speculation grew that the Fed might be closer to reducing its bond purchases.

In early May, the average rate on a 30-year mortgage was 3.35 percent, just above the record low of 3.31 percent.

But rates began to surge ? and stocks plunged ? after Fed Chairman Ben Bernanke made more explicit comments last week about the Fed's plans. He said the Fed would likely scale back its bond buying later this year and end it next year if the economy continued to strengthen.

The rate on 30-year loan soared from 3.93 percent last week to 4.46 percent this week ? the biggest one-week jump in 26 years.

The effect on buyers' wallets in just the past two months is striking.

A buyer who locked in a 3.35 percent rate in early May on a $200,000 mortgage would pay $881 a month, according to Bankrate.com. The same mortgage at a 4.46 percent rate would run $1,008 a month.

The difference: $127 more a month, or $45,720 over the lifetime of the loan. Those figures don't include taxes, insurance or initial down payments.

Jed Kolko, chief economist at Trulia, a real estate data analysis firm, thinks many would-be buyers will start to take note.

"Some buyers will reconsider jumping into the market; others will speed up their (home) purchases before rates go higher," Kolko said.

The rate hike comes at a critical time. Low mortgage rates have helped fuel a housing recovery that has kept the economy growing modestly despite higher taxes and steep federal spending cuts.

In May, completed sales of previously occupied homes surpassed the 5 million mark for the first time in 3? years. And those sales could rise further in June because the number of people who signed contracts to buy homes rose last month to the highest level since December 2006. There's generally a one- to two-month lag between a signed contract and a completed sale.

Greater demand, along with a tight supply of homes for sale, has driven up home prices. It's also led to more home construction, which has created more jobs and contributed to economic growth.

Lower rates have also inspired a refinancing boom over the past two years. Many homeowners have locked in rates below 4 percent. That has lowered their monthly payments, leaving them with more cash to spend elsewhere and fuel more economic growth.

The average rate on a 15-year fixed mortgage, a popular refinancing instrument, soared this week to 3.50 percent ? its highest point since August 2011 ? from 3.04 percent last week.

A report this week suggested that the economy might not be as strong as some had thought. The government cut its growth estimate for the January-March quarter to an annual rate of just 1.8 percent ? much lower than the 2.4 percent rate it estimated a month ago.

A key reason for the downgrade was that consumers spent less than previously thought. Less spending has led some economists to predict that growth will stay weak through the summer and fall short of the Fed's more optimistic forecast of 2.3 percent to 2.6 percent growth for all of 2013.

The downgrade for economic growth has cast some doubt on the likelihood that the Fed will reduce its stimulus later this year. Several Fed voting members have stressed in recent days that Bernanke's comments made clear that any pullback in bond purchases would hinge on the economy's performance, not a calendar date.

Those reassurances and solid, if not spectacular, economic data have helped boost stocks in recent days and reverse a jump in long-term interest rates. The yield on the 10-year Treasury note fell Thursday to 2.47 percent, down from its two-year high of 2.66 percent on Monday.

Geraci says he doesn't think higher mortgage rates will hurt a housing market in which there aren't nearly enough available homes in many areas.

"So buyers that find a nice home, no matter what the rates are, are going to move on it," Geraci said. "If there's enough supply, people might sit and wait a little bit and see if the rates come down."

Rising rates motivated Alex Backus to act two weeks ago and sign a contract on a $365,000 three-bedroom house in the Seattle suburb of Edmonds, Wash.

Backus, 30, had searched listings for two months before signing the contract. He locked in a 30-year loan at a fixed rate of 4.125 percent.

"Seeing that interest rates were starting to come back up, it seemed like now was the time to really start to get serious about buying a home," said Backus, an aerospace engineer.

Gay rights supporters erupt in cheers over ruling

WASHINGTON (AP) ? Chanting "DOMA is Dead," supporters of same-sex marriage burst into cheers Wednesday at news of the Supreme Court's decision invalidating part of a law denying gay marriage partners the same federal benefits heterosexual couples enjoy.

Sarah Prager, 26, cried when she heard the news standing outside the court. Prager married her wife in Massachusetts in 2011 and now lives in Maryland.

"I'm in shock. I didn't expect DOMA to be struck down," she said through tears and shaking. Prager was referring to the Defense of Marriage Act, signed into law by President Bill Clinton in 1996, which was aimed at preserving the legal definition of marriage as between a man and a woman.

A large crowd had thronged to the high court's plaza earlier to await not only the decision on DOMA, but also a ruling on whether a constitutional amendment in California prohibiting gay marriage could stand the test of challenge.

Most of the crowd that spilled across the sidewalk in front of the court were gay marriage supporters. One person held a rainbow flag and another wore a rainbow shawl, and a number of people carried signs with messages including "2 moms make a right" and "'I Do' Support Marriage Equality." Others wore T-shirts including "Legalize gay" and "It's time for marriage equality." At several points the crowd began a call and response: "What do we want? Equality. When do we want it? Now."

Larry Cirignano, 57, was in the minority with a sign supporting marriage only between a man and a woman. He said he drove four hours from Far Hills, N.J., because he believed all views should be represented. He said he hopes the court follows the lead of 38 states that have defined marriage as between one man and one woman

George Washington University student Philip Anderson, 20, came to the court with a closet door that towered above his head. He had painted it with a message opposing the federal Defense of Marriage Act, which defines marriage as between one man and one woman and which the court is considering. His door read: "This used to oppress me. Repeal DOMA; Now. No more shut doors."

Thirty-four-year-old Ian Holloway of Los Angeles got to the court around 7 a.m. to try to get a seat inside the courtroom. Holloway said he and his partner had planned to get married in March but when the justices decided to hear the case involving California's ban on gay marriage they pushed back their date.

He said, "We have rings ready. We're ready to go as soon as the decision comes down." Holloway said he was optimistic the justices would strike down Proposition 8, which banned gay marriage in California.

Snowden who? Ecuadoreans blase amid diplomatic tussle over asylum

QUITO (Reuters) - Even as Ecuador contemplates offering asylum to former U.S. security contractor Edward Snowden, there are few signs on the streets that the small South American nation is at the center of a global dispute between superpowers.

Taking in Snowden would mark the second time in a year that Ecuador has defied the West, following its decision in August to grant asylum to WikiLeaks founder Julian Assange at its London embassy despite furious objections by Britain.

But the country is hardly on guard for a diplomatic fire storm.

President Rafael Correa heads off for vacation on Friday and Foreign Minister Ricardo Patino is on an Asia tour. Ecuador's top newspapers have given only scant coverage to the saga.

No demonstrators have taken to the streets, for or against the cause, and many seem unaware of who Snowden is.

"I haven't heard of him and haven't followed the case," said one man reading a newspaper in central Quito's colonial plaza who declined to be identified. Minutes earlier, Correa had waved from a balcony on the presidential palace during a ceremony unrelated to Snowden.

The former U.S. National Security Agency contractor is in Moscow's international airport after leaving Hong Kong on Sunday, but Russian President Vladimir Putin said on Tuesday he had no intention of handing him over to the United States.

Snowden is wanted by U.S. authorities for revealing classified information about a spying program.

His secretive movements in China and Russia have triggered angry diplomatic tussling with Washington over whether they are trying to help him avoid capture.

A U.S. State Department official said Washington had told countries in the Western Hemisphere that Snowden should not be allowed to proceed in any further international travel "other than is necessary to return him to the United States."

BUSINESS AS USUAL

Correa, a high-profile member of the anti-U.S. leftist ALBA bloc of nations created by Venezuela's late socialist leader Hugo Chavez, has in the past described similar U.S. statements as hallmark traits of the "imperialism" he wants to eliminate.

Ecuador could take weeks, or even months, to make a decision about Snowden - as it did with Assange, who was granted asylum after arriving in June at Ecuador's embassy in London to avoid extradition to Sweden for questioning over sexual crimes.

In contrast to the frenetic diplomatic activity presumably going on behind the scenes, an Ecuadorean presidential press official said Correa's only scheduled appearances this week are two events on Friday morning related to social programs.

The front page of the country's main newspaper, El Comercio, focused on developments in the local mining industry, while its editorial demanded greater security for ranchers.

Patino, the foreign minister, has shown no signs of cutting short a tour of the Far East meant to strengthen commercial ties with countries including Vietnam and Malaysia.

He told reporters in Hanoi on Tuesday that the country will take its time making a decision, as it did with Assange, and was prepared for the consequences.

He bristled at the idea that Ecuador would receive anything in return for asylum - such as documents on Snowden's laptops - that could be used to put pressure on Washington.

"We act upon ethics and morals. We would never even think about that, that we offer protection in exchange for that," he said.

Ecuador provided Snowden with a refugee document of passage, WikiLeaks said, after the United States revoked his passport.

"This case is not likely to be resolved quickly. This is more like a soap opera with many episodes," said Marcelo Fernandez, a career Ecuadorean diplomat and former foreign minister.

Sony's unannounced Reader PRST3 leaks out at the FCC updated

Last summer, Sony's PRS-T2 e-reader was leaked when it visited the FCC, and was available for pre-order a week ahead of its official launch. Therefore, it's with a sense of deja-vu that we tell you that Sony's annual update, the PRS-T3, has now passed through the FCC's hallowed halls and been deemed fit for human consumption. There's not much we can glean from the documents, except to say that it's got a 3.6Wh battery, 802.11 b/g/n WiFi and will probably be available in stores about a month or two from now.

Update: The folks over at The Digital Reader have found some official photos of the new device, which we've added above and below the fold.

Apple allegedly looking into MacBook Air WiFi issue, replacing machines

Over the last few days we've been hearing from several of our readers about WiFi instability on new Haswell-equipped MacBook Airs, which also happen to be Apple's first computers with 802.11ac. Despite those rare reports, the company's new laptops impressed us in our recent review with solid performance and incredible battery life. Today 9to5Mac learned that Apple is supposedly aware of the issue and working on a fix, while some customers have also reported getting their systems replaced. In the meantime, the company's apparently directed its Genius Bar employees to "capture" machines experiencing the problem -- i.e. return them to Cupertino for testing. We've contacted Apple for comment and will keep you posted if there's any official response.

Immigration bill faces major Senate hurdle

A major addition to the immigration bill that beefs up border security and effectively serves in part as a ?redo? of the legislation will face a crucial procedural vote in the Senate on Monday afternoon.

Written after a series of negotiations between Republican Sen. Bob Corker of Tennessee and Democratic Sen. John Hoeven of North Dakota, the amendment is intended to ease concerns of skeptical lawmakers who are calling for tougher border enforcement as part of the bill.

The bill retains the language of the original one proposed by a bipartisan group of eight senators earlier this year, but adds 119 new pages, Corker says. While most of the language would remain the same, the Corker-Hoeven version strengthens security measures by nearly doubling the amount of security agents along the nation's borders. The bill would also mandate the construction of a fence stretching "no less than" 700 miles along the U.S. border with Mexico and provide funding for aerial surveillance of the area. The federal government will be required to meet a series of security benchmarks before immigrants living in the country illegally would be allowed to obtain permanent legal status.

?The American people want a strong, comprehensive immigration reform plan, but we need to get it right,? Hoeven said in a statement last week. ?That means first and foremost securing the southern border before we address other meaningful reforms to our immigration policy. They want to know that ten years from now, we won?t find ourselves in this same position, having to address the same problem.?

The Senate will vote on whether to end debate on the amendment, which will allow it to move on to final passage within the next few weeks.

Lawmakers rejected a similar (and less costly) amendment to the bill proposed by Texas Republican Sen. John Cornyn last week by tabling the measure, so supporters of the new amendment hope it will serve as a new vessel to entice more Republicans to sign on to the bill.

The co-authors of the original immigration bill, including Democratic Sen. Chuck Schumer of New York and Republican Sen. Lindsey Graham of South Carolina, have spoken optimistically about securing as many as 70 votes for the final bill in the Senate, the number they think the bill needs to show the effort has wide bipartisan support. The bill is likely to get the support from 60 members needed to overcome a filibuster, but getting 70 would put pressure on the House?a chamber with a higher concentration of conservative lawmakers?to act.

?We?re very, very close to getting 70 votes," Graham said during a weekend interview on ?Fox News Sunday.?

The Senate is expected to hold the procedural vote on the Corker-Hoeven amendment at about 5:30 p.m. Monday.

European court lawyer sides with Google

AMSTERDAM (AP) ? A top lawyer at the European Court of Justice said Tuesday that Google and other search engines should not have to remove web pages containing personal information from their search indexes.

In a blow for the "right to be forgotten" privacy principle in Europe, the court's independent Advocate General, Niilo Jaaskinen, said in a formal opinion that websites, not Google, should bear responsibility for information they publish.

Jaaskinen said that Google's search function "does not imply any control over the content included on third party web pages," he said in his opinion, which is not binding but influential in helping judges form their opinions. Google's information indexing system "does not even enable the Internet search engine provider to distinguish between personal data...and other data."

The Luxembourg-based ECJ was asked to weigh in on the issue after a case in Spain, where the national data protection agency received complaints from individuals who said personal information from years earlier could be found on a simple Internet search.

The Spanish agency decided in their favor and ordered Google Spain and Google to ensure the information did not come up in search results. Google contested that in Spanish Court, arguing it would place it in the position of deciding what pages to censor.

The ECJ will rule on the same issues addressed by Jaaskinen later this year. More than a hundred complaints are on hold in Spain awaiting the European decision.

The Spanish agency had invoked the "right to be forgotten," a principle derived from the idea that European citizens should be allowed to control over their own personal data ? not have it stored and made accessible on line by large companies. However, Jaasiknen said that the idea that there is any general "right to be forgotten" is a misunderstanding.

Rather, he said, European individuals have a right to correct wrong information or protest the way their personal information is being used ? when they have good grounds.

That "does not entitle a person to restrict or terminate dissemination of personal data that he considers to be harmful or contrary to his interests," he said.

That does not extend to accurate information that has been published, which is at the heart of many of the Spanish cases.

The Spanish data protection agency said Tuesday it was still studying the ruling and did not have any immediate reaction.

Google, based in Mountain View, California, welcomed Jaasiknen's opinion.

"We're glad to see it supports our long-held view that requiring search engines to suppress 'legitimate and legal information' would amount to censorship," said Bill Echikson, who has the title of "Head of Free Expression" at Google for Europe, the Middle East and Africa.

Jaaskinen's opinion said Google remains subject to local laws, and it could be forced to take steps amounting to blocking websites that house illegal content, such as those infringing intellectual property or displaying libelous or criminal information.

But it noted that when information is legal and in the public domain, blocking it would violate publishers' right to freedom of expression.

Nasty fall can't stop Azarenka at Wimbledon

(AP) ? When Victoria Azarenka's right knee gave way, she slid to the slippery turf and began sobbing.

A routine first-round match at Wimbledon turned into something more harrowing for the No. 2 seed from Belarus. She closed out her 6-1, 6-2 victory Monday over Maria Joao Koehler after tumbling near the baseline on Court 1 and injuring her right knee in the second game of the second set.

"I don't know what happened out there," Azarenka said. "I was just trying to stay in the moment and give the best I can. But it was definitely very emotional. I couldn't believe what happened. I was in such shock."

After a visit from the trainer that lasted about 10 minutes, Azarenka played the rest of the match with a heavy wrap on her right knee. She was limping noticeably and winced after several points.

But Koehler, making her Wimbledon debut, did not have the power or consistency to make Azarenka, the two-time Australian Open titlist, pay for her diminished mobility. Azarenka finished with 25 winners to 19 for Koehler and won the match easily despite struggling with her serve, finishing with nine double-faults.

Azarenka should get about 48 hours to recover before her next match. She said she wasn't sure about the extent of the injury.

"I was in such pain at the beginning, it wouldn't let go," she said. "I think it calmed down."

She said the teary reaction came from the shock as much as the pain.

Both Azarenka and Koehler slipped and slid near the baseline through the first set of the tournament on Court 1, which was still green and lush on a cool, humid day at the All England Club.

"We'll have to be more careful," said Azarenka, who has reached the semifinals at Wimbledon the last two years and also lost in the U.S. Open final to Serena Williams in 2012.

(AP) ? A former hitman who admitted killing 20 people is expected to take the stand at the trial of James "Whitey" Bulger to testify against the reputed gangster.

John Martorano served a little over 12 years in prison after striking a cooperation deal with prosecutors. He was released in 2007.

Bulger, the former leader of the Winter Hill Gang, is charged in a 32-count racketeering indictment that accuses him of participating in 19 murders in the 1970s and '80s. He is also charged with extorting bookmakers, drug dealers and others running illegal businesses.

Martorano is one of three former Bulger loyalists who struck deals with prosecutors and agreed to testify against him. Bulger's former partner, Stephen "The Rifleman" Flemmi, and former Bulger lieutenant Kevin Weeks also are expected to be key prosecution witnesses.

Martorano, 72, is expected to testify Monday.

During his opening statement to the jury, Bulger's lawyer, J.W. Carney Jr., raised questions about the credibility of Martorano, Weeks and Flemmi, citing the "extraordinary" plea deals they struck with prosecutors.

"The federal government was so desperate to have John Martorano testify ... they basically put their hands up in the air and said take anything you want," Carney said.

Elan holders OK buyback, vote down 3 deals

NEW YORK (AP) ? Shareholders of Irish drugmaker Elan Corp. PLC voted in favor of a share buyback but rejected three separate deals its board has pushed instead of a takeover offer from Royalty Pharma.

The approval of the buyback ends the acquisition offer from Royalty Pharma. However, Royalty is fighting that decision by Irish regulators in court. Royalty offered $13 per share plus $2.50 per share in performance-based payments for Elan.

Elan, based in Dublin, announced last week that it would explore selling the company after it became clear that shareholders would reject the three deals. They included purchasing a share of the royalties for four drugs from Theravance Inc., as well as acquiring Austrian drug developer AOP Orphan.

Royalty, based in New York, on Monday urged Elan's board to negotiate for a sale.

US intelligence officials: 'Dozens' of terror plots disrupted by NSA surveillance

Marc Piscotty / Getty Images file

Najibullah Zazi, seen in 2009 image, was accused of plotting to bomb New York City's subway system.

U.S. intelligence officials said Saturday that National Security Agency surveillance programs have disrupted "dozens" of terrorist plots in the U.S. and more than 20 countries around the world.

The statement about the thwarted plots was cleared for release by U.S. officials late Saturday afternoon after requests by Senate Intelligence Committee chair Sen. Dianne Feinstein that intelligence agency officials release more information about the surveillance programs to show their effectiveness.

In the statement, intelligence officials said that, of the hundreds of millions of records of U.S. phone calls collected under a provision of the Patriot Act, only 300 were "queried" in 2012 for additional information about the callers.

This was done only after officials found there was a "reasonable suspicion" that the person making the call was "associated with specific foreign terrorist organizations," according to a statement cleared for release by U.S. intelligence agencies.

The only example cited of a thwarted terrorism plot was what officials described as a " major Al-Qa'ida directed attack" intended for the U.S. homeland in 2009. After the NSA discovered that al Qaeda terrorists in Pakistan were in contact with an "unknown person" in the U.S. , the agency alerted the FBI, the intelligence community statement said. The bureau then identified the U.S. contact as Colorado-based extremist Najibullah Zazi.?

After getting Zazi's U.S. phone number from the FBI, the NSA ran it against its mass database of U.S phone calls and discovered a "previously unknown" number for a Zazi co-conspirator, Adis Medunjanin.

The FBI then tracked Zazi as he traveled to New York and arrested him. He pleaded guilty in 2010?to a bomb plot aimed at the New York City subway system and was sentenced to life in prison. Medunjanin was also arrested, convicted and sentenced to life in prison. Officials described the plot "as the most serious terrorist threat on US soil since 9/11," according to the intelligence community statement.

The "operational details" of other plots disrupted "must remain secret to allow us to continue to effectively leverage our capabilities in the face of those who still aspire to do great harm to our citizens and allies," the statement said. ?

The statement said that both the program for the collection of telephone metadata and a separate one that intercepts the content of phone calls and emails of foreigners suspected of terrorism operate under ?strict controls? that protect the civil liberties of Americans. It emphasized that both are overseen and approved by the secret Foreign Intelligence Surveillance Court, or FISC.?

It also revealed for the first time that records of phone calls that are collected must be destroyed within five years.?

The statement made no reference to what critics have charged have been instances of improper interception of emails and phone calls, including an 86-page, Oct. 3, 2011, FISC opinion ? the existence of which was disclosed in a recent Freedom of Information Act lawsuit ? finding that some surveillance by the intelligence community was conducted under procedures that violated the Fourth Amendment to the Constitution prohibiting ?unreasonable? searches and seizures by the government.?

Feinstein's office said the senator would have no comment on the statement on Saturday.?

Lego Figures: No More Mr. Nice Toy

Lego, maker of the plastic toy pieces and figures that spawned a global empire, isn't playing nice anymore.

That's the finding of a recent study, which showed that an increasing number of Lego figures' faces are scowling, frowning or snarling rather than smiling.

In the 1970s, when Lego added human figures to their successful line of construction blocks, most of the figures wore happy, contented expressions, The Guardian reports.

But all that started to change in 1989, according to Christoph Bartneck, a social robotics researcher at the University of Canterbury in New Zealand and lead author of the study.

Bartneck found a greater variety in the facial expressions of Lego figures after 1989. He and his colleagues separated the expressions into six general categories: disdain, confidence, concern, fear, happiness and anger.

Over time, the authors observed a trend: The proportion of happy faces decreased, while the proportion of angry faces increased. Their study will be presented at the First International Conference on Human-Agent Interaction in Sapporo, Japan, in August.

Most Lego sets are sold with a particular theme, such as pirates or Harry Potter. "It is our impression that the themes have been increasingly based on conflicts," the authors wrote in their study paper. "Often, a good force is struggling with a bad one."

While the study stops short of analyzing the effect that scowling, angry figures could have on children, this may be an important and overlooked avenue of research.

"Children's toys and how they are perceived can have a significant impact on children," the authors wrote. "We cannot help but wonder how the move from only positive faces to an increasing number of negative faces impacts ... how children play."

Lego isn't overly concerned about the effects that facial expressions on its toys might have on the kids who play with them. "The conflict between good and evil is nothing new," Lego spokesman Roar Rude Trangb?k told The Guardian. "But the characters always have classic Lego humor ? the good guys always win in the end."

Get Started In Commercial Real Estate. Read Some Tips Here ...

The advice in this article have been used by people to be successful in the commercial real estate market.

Whether buying or selling, make sure to negotiate. Be heard and fight to get yourself a fair property price.

TIP! Be sure to negotiate on the fact of what you are, the seller or buyer. It is important that your concerns and opinions are heard and recognized by the other parties; you must always put forth the effort to ensure fair pricing for the commercial property.

Before you make a large investment in real estate, you should investigate its area to determine the average income level, unemployment rates and the expansion or contraction of local employers. If the building is near certain specific buildings, including hospitals, universities, they?re likely to sell fast, you might be able to sell it faster and for more money.

Commercial property dealings are exponentially more complicated and longer transactions than buying a residential home is. You should understand that although this is a huge undertaking, you have to be diligent in order to get a profit.

TIP! Record problems by taking digital pictures of them. Take pictures of the damages, for instance spots and stains, holes or even discoloration on the bathtub.

When you have to decide between two commercial properties, it?s best to look at things on a bigger scale. Generally, this is much like the principle of buying in bulk; the more units you buy, you will end up getting a better price per unit.

When interviewing potential brokers, be sure to find out how much experience they have on the commercial market. Make sure that the agent has the proper expertise with the type of real estate purchase or sale you are interested in. You need to get into a type of exclusive agreement that is exclusive.

TIP! Be calm and patient when looking at commercial real estate. Do not be hasty about making a investment decision.

You should try to understand the (NOI) Net Operating Income of your commercial property.

Take a tour of properties with purchase potential. Think about taking a contractor as a companion to help evaluate the property. Make a proposal early, and open the negotiating table. Before making any commitment, be sure to carefully evaluate all counteroffers.

TIP! Your investment might be very time consuming at first. You will have to hunt for a good opportunity, and once you have bought property, you might have to do some repairs or remodel it.

Have a list of goals on hand before you are looking for when it comes to commercial real estate. Write down the things you like about the property, such as how many square feet it must be and the number of specific rooms it should have, including conference rooms, offices, and restrooms.

You should always know the details of emergency repairs. Have the phone numbers on speed dial, and know how much time it usually takes for repairmen to arrive.

TIP! When choosing between two similar commercial properties, think large scale. Financing may be no more difficult for the large apartment building than the small one.

With careful consideration and application of these tips, you have a solid foundation to build your commercial real estate investment strategy. Commercial real estate presents may exciting and well-paid opportunities if you know where to look for them. Apply the above advice to your own needs in order to excel!

TIP! When choosing a broker, ask about their experience specifically in the commercial real estate market. Make sure that they are experts in the area in which you are selling or buying.
